Throttling

Throttling is a term used to describe methods used by transport layer protocols to slow down a sender. The receive host may use the techniques or network devices may use throttling to avoid network congestion. See "Flow-Control Mechanisms," "Congestion Control Mechanisms," "Queuing," and "Traffic Management, Shaping, and Engineering."
