RTFM is a development of the IETF RTFM Working Group, which was tasked with developing a system for measuring and reporting information about traffic flows on the Internet. RTFM can be used to measure traffic in three broad areas, including clients and servers, network segments, and mesh networks (to determine the most used path). See "Performance Measurement and Optimization" for more information.
